Resource Sharing Agreement
At the May 2003 meeting of the Prairie Association of Christian Librarians (PACL), the PACL Interlibrary Loan Cooperative Agreement was drafted. This agreement was intended to facilitate cost-effective resource sharing between participating libraries in Western Canada that house theological resources. The agreement was approved in principle. The revised draft (now referred to as the Resource Sharing Agreement (RSA)) is as follows:
General Terms
PACL oversees the Agreement through its support of the Resource Sharing Administration Team. The President of PACL acts in an advisory role to the Team.
The Team consists of RSA members who represent the provinces of all participating libraries. It is responsible for monitoring and evaluating the agreement, maintaining the joint holdings list database, maintaining the PACL listserv and PACL website, providing assistance to participating libraries, mediating disputes, disciplinary action, promoting the Agreement, and recruiting new members.
Changes to the Agreement must be approved by the RSA membership by a two-thirds majority.
Member libraries must sign the Agreement to participate. Membership in PACL is not required.
Member libraries agree to the reciprocal waiving of all resource sharing fees, fines and costs with the exception of lost or damaged books.
All requests must go through respective library departments.
Member libraries will keep and submit yearly statistics to aid in the evaluation of the agreement. These will include the number of requests made and received, and approximate costs absorbed by the member library.
Member libraries may limit their participation to either periodical or book lending. They may also limit their lending of periodical and/or book holdings to theological resources.
Failure to adhere to the Agreement may result in disciplinary action. This includes, but is not limited to, exclusion from the Agreement.
Member libraries that wish to withdraw from the Agreement must give six months written notice.
Periodicals
- Member libraries will sponsor the joint holdings list database by initially submitting their holdings lists. Subsequent revisions will be submitted on a yearly basis.
- An effort will be made to fill all requests within 24 hours. The technology best suited to the lending and receiving libraries will be used.
- Requests will include full bibliographic citations: author, article title, journal title, vol/issue, date and inclusive pagination (if possible). Requests may be returned if the bibliographic information is insufficient.
- Access Copyright agreements and/or Copyright law will be followed. Database vendor agreements will also be followed with regard to full-text articles.
Books
- Member libraries will take responsibility for the development of their own collections.
- Member libraries may use discretion when filling requests and will communicate their decisions accordingly.
- Member libraries will not request books to be used for course reserves.
- There will be a two week minimum loan period from date of receipt. Renewals will be at the discretion of the lending library.
- There is immediate recall for all loaned items.
- Member libraries will assume the replacement cost for any lost or damaged items loaned to them. The cost will be determined by the lending library in accordance with its circulation policy. Payment will be remitted to the lending library within 90 days of the billing notice.
- Member libraries will participate in the Canada Book Rate.
- Requests will include full bibliographic citations: author, title, publisher, and date. Requests may be returned if the bibliographic information is insufficient.
